Child and Youth Mental Health Programs
Counselling Clinic
Serves children and youth up to the age of 18 years who are in urgent need to speak to a Social Worker.
Same-day, single-session counselling through the Counseling Clinic.
The Counselling Clinic is available during the following days and times:
- Monday to Thursday, 8:00 a.m. to 6:30 p.m. (last appointment time)
- Friday 8:00 a.m. to 3:00 p.m. (last appointment time)

Outpatient Counselling and Therapy
Serves children and youth between the ages of 6-12 years who are presenting with a range of mental health issues such as depression, anxiety, trauma reactions, etc. Services are short-term and goal focused.
Intervention may include therapy (i.e. individual, group, parental, family), psychoeducational or skill-based groups.
Assessment and Consultation
Serves children and youth between the ages of 6-17 years.
Children and youth currently receiving services through the Regional Children’s Centre may be eligible to receive a Psychological and/or Psychiatric assessment.
Services are designed to determine diagnoses and inform treatment practices when required.
Assertive Community Treatment Team for Children (ACT-C)
ACT-C is a community-based, recovery model of care for children and families facing complex mental health challenges. It provides a transdisciplinary, family-centered clinical approach designed to support children, ages 6-12, and their families in their home environment and the community.
Intensive Treatment Services
Day Treatment
- Serves children and youth between the ages of 6-12 years who are experiencing significant emotional and behavioural needs that cannot be met through outpatient services.
- Parental/Guardian and community participation is essential to the success of the program.
- Services include individual and family counseling, in-home behaviour management education, assessment services as required, recreational activities, specific skill-building activities to increase competence, and individualized educational programs.
- Educational services are provided by the Greater Essex County District School Board and Conseil Scolaire Providence.

In-Home
- Serves children and youth between the ages of 6-12 years and their families by providing assistance and education regarding effective parenting strategies.
- Child and Youth Workers work collaboratively with families in their homes to identify goals to best meet behavioural needs.
Programs & Services
Coordinated Service Planning (CSP)
CSP is available to assist children or
youth and their families with the coordination of services within Windsor Essex.
This is a voluntary service for children or youth with multiple and/or complex
special needs, who are under the age of 18, or between the ages of 18 and 21
and remain in school. The CSP team will work with families to determine their
strengths and needs after receiving referrals from community partners. Families
of CSP will be connected with Coordinated Service Planners who will connect
families with the right services within Windsor Essex and monitor how children
and youth are working through their service plan.
Goals
- To assist families with not telling their story to multiple
providers, provide navigation assistance and to give families a clear point of
contact for their child’s plan of care.
- To create a single Coordinated Service Plan that is directed by the
child/youth and family to ensure all providers are working towards the same
goals
Who does this program serve?
CSP is best suited for children or youth with multiple and/or
complex special needs, under the age of 18, and young people between the ages
of 18 and 21 who remain in school. A diagnosis is not required to access
Coordinated Service Planning.
Referrals
Referrals to Coordinated Service Planning can be made at any point a
child/youth’s needs are recognized to be multiple and/or complex. This could
either be:
- early on, when developmental
concerns are first identified, or
- When the family’s situation
changes, when new needs are identified, or when new services are added.
- Agencies throughout Windsor Essex can refer to the CSP at HDGH.
Further, if a parent or caregiver believes they could benefit from the program,
they can reach into the CSP coordinators at 519-257-KIDS (5437).
Cost
This program is funded by the Ministry of Children, Community, and
Social Services. There is no cost to you for this service.

Developmental Services Programs
Consultant Services
Serves children and youth ages 6-17 years with neurodevelopmental disorders that significantly impair their developmental progress and day-to-day functioning.
Children and youth currently receiving services may be eligible to receive a Psychiatric and/or Psychological Assessment.
Services are designed to determine diagnoses and inform treatment practices when required.
Autism and Related Disorders Program
Serves children and youth ages 6-17 years with a autism spectrum disorder diagnosis and their families in understanding and fostering their optimal development.
Services include in-home consultation and training/education resource services.
Developmental Disabilities Program
Serves children and youth ages 6-17 years with significant long term limitations in intellectual and adaptive functioning (i.e. the performance of daily activities required for personal and social sufficiency) and their families.
Services include assessment, diagnosis and consultation with parents and school personnel.
Fetal Alcohol Spectrum Disorder
Fetal Alcohol Spectrum Disorder is a lifelong, neurodevelopmental disorder that affects the brain and body of people who were exposed to alcohol in the womb (CanFASD,2020). A child with FASD experiences a spectrum of disabilities and will require support throughout his/her life. Some of these disabilities may include:
- Physical: congenital heart disease, impaired hearing/vision, kidney dysfunction, cleft lip, sleeping problems
- Short term memory loss
- Difficulty with planning, organization, or scheduling
- Difficulty with transitions or change
- Expressive language that is out of sync with comprehension
- Difficulty with emotional regulation
- Short attention span/impulsive
- Poor social skills
FASD is a spectrum; not all children with FASD will experience the same disabilities in the same way.
Goals
The Fetal Alcohol Spectrum Disorder program will deliver child/youth and family centered service to children and youth with FASD and/or suspected FASD between 0-18 (21 if in school) and their families within Windsor-Essex County. A formal diagnosis is not required to access our services. As part of this program, you will be connected to an FASD social worker who can assist with the following:
- Creating a support plan for the child with FASD/suspected FASD and family
- Navigating school, health, and social services to support needs of child
- Assisting youth with FASD/suspected FASD with transition planning to adulthood
- Connecting families to disability funding
- Connecting caregivers of child with FASD/suspected FASD to caregiver supports
- Providing FASD education to caregivers and service providers
